Who We Are
The Berryessa Citizens Advisory Council is a
Neighborhood Association that is dedicated to the
enrichment of the Berryessa Community in North San Jose

We are concerned and interested residents of San Jose
City Council District 4 and any of the Berryessa Union
School District that is not in District 4.
History
The Berryessa Citizens Advisory Council (BCAC) was
formed in 1972 by Al Garza, San Jose City Council
Member; Greg Betts, Superintendent, Berryessa
Schools, and Frank Kadlacek, interested citizen, as a
way to create a partnership between the city and school
district with the residents of this area.

The Piedmont Hills Homeowners Association with Bill
Hughes as President had a more limited scope. Bill and
Frank decided to write new by-laws and combine the
groups. BCAC is one of a few neighborhood
associations in San Jose that have continued to be active
for more than 30 years.

BCAC has always been a forum for elected officials from
the U.S. Congress, U.S. Corps of Engineers, Santa Clara
County, San Jose City, California State Senate and
Assembly, and local school districts to share information,
get reactions, and hear concerns from our civic-minded
members.
