WELCOME TO THE
BERRYESSA CITIZENS ADVISORY COUNCIL
Community Leadership and Empowerment
Who We Are
The Berryessa Citizens Advisory Council is a
Neighborhood Association that is dedicated to the
enrichment of the Berryessa Community in North San
Jose.

We are concerned and interested residents of San
Jose City Council District 4 and all of the Berryessa
Union School District.  Our organization is not a part of
the Community Building located at 3050 Berryessa
Road nor is it sanctioned by the City of San Jose.  We
hold monthly meetings and events at the
Community
Building for the benefit of the residents of Berryessa
and District 4.
History
The Berryessa Citizens Advisory Council (BCAC) was
formed in 1973 by Al Garza, San Jose City Council
Member; Bill Hughes, President of the Piedmont Hills
Homeowners Association and Frank Kadlacek,
President of another neighborhood association, as a
way to create a partnership between the city, the
school district and the residents of the Berryessa area.

Bill Hughes and Frank Kadlacek decided to combine
the two groups they served and write by-laws to satisfy
the needs of the newly merged entity.  Leaders from
every known organization within all corners of
Berryessa were invited to the introductory meeting.

This action resulted in a higher membership rate and a
broader focus on the local Berryessa Area needs as
compared to similar neighborhood associations in San
Jose.

BCAC is one of a few neighborhood associations in
San Jose that have continued to be active for more
than 30 years.  It has become one of the largest
neighborhood associations with a membership of over
220 people.

BCAC has always been a forum for elected officials
from the U.S. Congress, U.S. Corps of Engineers,
Santa Clara County, San Jose City, California State
Senate and Assembly, and local school districts to
share information, get reactions, and hear concerns
from our civic-minded members.
